一、招商引资快速发展衡阳市招商引资工作起步于1984年,虽然起步较早,但1993年前发展缓慢,到1992年,全市仅批准三资企业77个,合同利用外资7430.55万美元,实际到位外资3430.78万美元。1993年以来,衡阳市委、市政府顺应改革开放的新形势,从衡阳的实际出发,确立了“无外不快”的指导思想,敞开衡阳大门,加大开放力度,悉心寻找机遇,加快引进步伐,使招商引资工作得到了快速发展。具体体现在三个方面:
