科学技术是第一生产力,科技创新是第一竞争力,而人才又是第一创新力。虽然我国目前人才总体规模很大,但是远不能满足国家对创新人才,尤其是对领军人才的需求。“千军易得,一将难求”。“方向负责人”多,“战略带头人”少,是当前我国科技人才队伍面临的主要问题。培养和造就一批高水平科技领军人才,是实施人才强国战略、实现全面小康奋斗目标、落实科学发展观的关键所在。农业科技领军人才必须具备的条件发展现代农业,实现农业科技持续创新的关键是培养造就一大批农业科技领军人才。农业科技领军人才必须具备以下条件:
