适应我国经济新常态的现实发展需要,东北民族院校以在校大学生素质教育为根本,通过实施以“素质提升”为先导的育人工程,他们的学习能力、实践能力和创新能力较前得到显著提升,但与民族地区经济社会发展对人才的动态需求相比,仍存在学习能力不足、实践能力较弱和创新能力不强等问题,需要采取全面提高师资素质、强化学习兴趣培养及搭建能力素质提升的创新平台等步骤措施,不断提高在校大学生“三种能力”建设的质量水平。
