三中全会以来,我省改革工作首先从农业上突破,取得了令人欢欣鼓舞的巨大成效。当前,这股改革之风吹进了城,涌现出一股改革的潮流。一切有志于振兴中华的革命同志,都应该站在这场改革前列。当然,改革工作既要积极,又要慎重,应有领导、有计划、有步骤地进行。同农业改革一样,其它各条战线管理体制的改革,必须从解决“大锅饭”的平均主义入手,方能奏效。安徽大学经济系《体制改革的初步方案》,正是抓住了这个实质性的问题,可供参考。这个初步方案,是在著名经济学家、安大经济系主任滕茂桐教授直接主持下制定的,得到系党总支的积极支持和赞同。
Since the Third Plenary Session of the CPC Central Committee, the reform in our province first broke through agriculture and achieved tremendous encouraging results. At present, the wind of this reform has blown into the city and a trend of reform has emerged. All revolutionary comrades who want to rejuvenate China should stand at the forefront of this reform. Of course, the reform work must be both proactive and cautious. It should be led, planned and carried out step by step. Like the agricultural reform, the reform of other management systems in various fronts must be tackled in the light of solving the egalitarianism of “big pots and rice” so as to be effective. Department of Economics, Anhui University, “the initial program of structural reform”, it is to seize this substantive issue for reference. This preliminary plan was formulated under the direct presidency of Professor Teng Maotong, a famous economist and Dean of Economics Department of ANZU, and received the active support and approval of the general branch of the party.
