各省、自治区、直辖市人民政府,国务院各部委、各直属机构:水利部《关于加强太湖流域2001—2010年防洪建设的若干意见》已经国务院同意,现转发给你们,请认真贯彻执行。太湖流域防洪建设关系到国民经济和社会发展的大局,关系人民生命财产安全各有关地区和部门要以对国家和人民高度负责的精神,切实加强领导,密切配合,按照统筹规划、远近结合、突出重点、分步实施、分级负责、共同负担的原则,团结治水、科学治水,确保完成各项任务,推动太湖流域经济社会的可持续发展。
The People’s Governments of all provinces, autonomous regions and municipalities directly under the Central Government, all the agencies directly under the State Council: Several Opinions of the Ministry of Water Resources on Strengthening Flood Prevention in the Taihu Lake Basin during 2001-2010 have been approved by the State Council and are hereby forwarded to you. The construction of flood control in the Taihu Lake Basin is related to the overall situation of national economy and social development and the people’s lives and property. Relevant regions and departments should earnestly strengthen leadership and cooperate closely with each other in a spirit of being highly responsible to the country and the people. In accordance with overall planning, Focus, implement step by step, grasping responsible and sharing the principle of unity of water, science and water, to ensure that the completion of various tasks to promote sustainable economic and social development of the Taihu Lake Basin.
