近年来,为了适应财政体制及企业产权结构的变化,加强国有企业资产与财务管理,提高企业经营效益和市场竞争能力,北京市宣武区财政局探索出了一条出资者资产与财务管理的新途径——弱化财政对企业的社会管理者身份,强化出资者职能;变管理所有企业为管理国有资产授权公司;变以拨款、检查费用为手段,以监缴税收为目的的工作方式为以财务管理为切入点,以产权管理为手段,以保值增值为目标的工作方法;相应制定出资人的资产财务管理制度,使财政从一般竞争性领域和企业的经营性发展项目中退出,改变大包大揽的做法,集中资金保证社会公共支出的需要。
