山东省莱州市位于胶东半岛西北部,是“全国财政百强县(市)”之一。2000年地方财政收入列全省第十位,连续15年实现收支平衡。党的“十五大”提出振兴国家财政的战略要求以来,莱州市财政局按照建立公共财政的要求,努力做好中央精神与莱州市实际相结合的文章,大力推进机制创新。一、积极推进经济建设性支出改革,发展先进生产力,推动当地经济繁荣莱州市财政局,按照建立公共财政框架的要求,改变建设性资金投入方向和方式,使有限的资金发挥更大的效益。在支农方面,将支出的重点转向新技术、新产品引进、病虫害防治研究、引导产业结构调整等方面,充分发挥莱州的区位比较优势,收到较好的效果。先后在引导水产养
Laizhou City, Shandong Province, located in the northwestern Jiaodong Peninsula, is one of the “Top 100 Counties (Cities) in the National Finance”.
