2003年,是我国第一部知识产权法律——《商标法》实施20周年。《商标法》实施20年来,我国在商标立法和执法方面取得了显著成就,对于保护商标专用权,促使生产者、经营者保证商品和服务质量,维护商标信誉,保障消费者和生产、经营者利益,促进我国经济发展起到了巨大的推动作用。为了应对加入世界贸易组织的挑战,提高全社会的商标法律意识,促进我国社会主义市场经济的发展,国家工商总局于2月28日在北京召开了“纪念《商标法》实施二十周年座谈会”。国家工商总局王众孚局长、李东生副局长出席了会议,李东生副局长在会上作了发言。全国人大法工委副主任卞耀武、最高人民法院副院长黄松有、中华商标协会会长刘敏学以及来自国务院法制办、最高人民检察院、海关总署、公安部、北京市高级人民法院和全国工商行政管理系统、企业界的代表共180人出席了座谈会。我们将这次会议的一些发言摘要刊发,以飨读者。
