本文运用大量的一手文献首次探讨美国反联邦派的联邦思想。旨在说明:在美国立国时期被称为“反联邦派”的政治派别,其思想不仅不是“反联邦”的,反而具有真正的联邦思想。在他们的联邦思想框架中,尤其强调维护诸州的权利和地位,但又不将其绝对化。这样,美国的诸州,有“国”之名,却无“国”之实,真正的国家仍然是惟一的美利坚合众国。这种联邦思想不断地体现出来,起着该起的作用,维系着美国联邦和诸州的关系,引导美国的发展。
This article uses a large number of first-hand literature for the first time to explore the federalism of the United States anti-federation camp. The purpose of this article is to show that the political faction known as the “anti-federation” during the founding of the United States is not only not “anti-federal” in its thinking, but rather has true federalism. In their framework of federalism, particular emphasis is placed on the preservation of the rights and status of the states, but not on their absolute. In this way, all the states of the United States have the “state” name, but they do not have the “country” status. The real country remains the only United States of America. This constant reflection of federalism plays its due role in maintaining the relations between the United States and Zhuzhou and guiding the development of the United States.
