降低行政成本,是保证计划经济体制向社会主义市场经济体制转变、粗放型经济增长方式向集约型经济增长方式转变的现实需要。事实表明,政府行政成本居高不下,不仅直接影响政府形象,而且对地方经济发展和社会进步的制约也越来越明显。如何用最小的行政成本获得最佳的行政效益,建立高效、廉政政府?笔者认为,必须突出抓住观念形态、机构设置、人员素质、运作方式等影响行政成本的几大要素,综合治理,全面推进。
Reducing administrative costs is a realistic need to ensure that the planned economic system is transformed into a socialist market economic system and that the extensive economic growth mode is transformed into an intensive economic growth mode. Facts show that the high administrative costs of the government not only directly affect the government image, but also have more and more obvious constraints on the development of local economy and social progress.
