中国政法大学民商经济法学院环境资源法研究所教授、中国环境科学学会副会长王灿发指出,《党政领导干部生态环境损害责任追究办法(试行)》对追责情形规定得比较细致,一共规定了25种追责情形。首先规定了在8种情形下应当追究地方党委和政府主要领导成员的责任。其次规定了在5种情形下应当追究相关地方党委和政府有关领导成员的责任。
