水电工程投资上升主要是由于自然条件变化、主要材料和设备及台班费的变化、设计变更引起的超资、国家政策变化、工期延长等原因引起的。控制的措施是：在设计中进行造价控制，通过控制工程进展来控制工程投资。
The increase in investment in hydropower projects was mainly due to changes in natural conditions, changes in major materials and equipment and station charges, over-investment caused by design changes, changes in national policies and the extension of construction period. Control measures are: cost control in the design, project control by controlling the progress of the project.
