江泽民总书记对消防工作的重要指示——“隐患险于明火,防范胜于救灾,责任重于泰山。”这给社会主义市场经济条件下的消防宣传教育提出了更高的要求。近几年来,基层的消防安全教育现状如何、今后的消防安全宣传教育切入点在哪里?这是消防部门及各级政府都须认真探讨的新课题,本文作者在调查分析的基础上,结合东阳实际,提出陋见,求教于行家和同仁。 (一) “预防为主,宣传先行。”这是基层消防安全宣传教育的经验之谈,也是消防宣传社会地位及重要性的高度概括。从掌握的情况看,各单位、部门对消防宣传教育有下列几种类型。
