厦门市公安局在侦防分开、侦审合一、优化破案机制等刑侦体制改革方面取得了明显的成效。但是，随着改革的不断深入，一些矛盾和问题日渐凸现：一是认识不一，信心不足，影响深化改革的决心。二是警力配置不合理，影响刑侦改革效能。三是刑警素质不高成为深化改革的瓶颈。四是打防脱节，难以形成合力。深化刑侦改革是时代的要求、形势的需要，全体民警应端正思想，树立信心；各级公安机关领导面对改革中的复杂情况，应加强调查研究，因地制宜；当前从人数、硬件条件入手，建设规范的刑警中队是改革的当务之急；改革中必须正确处理好打防关系、刑侦改革与刑警人事管理制度改革的关系、刑侦改革与发展刑事科学技术的关系。
Xiamen Public Security Bureau has made remarkable achievements in criminal investigation system reform such as separation of investigation and detection, unity of investigation and trial, and optimization of case detection mechanism. However, with the continuous deepening of the reform, some contradictions and problems have become increasingly prominent: First, different understandings, lack of confidence, and the determination to deepen the reform. Second, unreasonable allocation of police forces, affecting the effectiveness of criminal investigation reform. Third, the low quality of Interpol became the bottleneck to deepen the reform. Fourth, fight off the line, it is difficult to form a joint force. Deepening the reform of criminal investigation is the requirements of the times and the needs of the situation. All the police should correct their positions and build up their confidence. Leaders of public security organs at all levels should face the complicated situation in their reforms, and should strengthen investigations and studies in light of local conditions. At present, starting with the numbers and hardware conditions, The standard Interpol squadron is the top priority of the reform. In the reform, we must correctly handle the relations between the anti-defensive relations, the relationship between criminal investigation and reform of the criminal and police personnel management system, and the relationship between the criminal investigation and reform and the development of criminal science and technology.
