时间闪回至上世纪的1998年。21世纪正在悄悄地、一步步地走来。新世纪的钟声虽然还没有敲响,但围绕迎接新世纪的活动已然在各国拉开了序幕。面对这一千载难逢的历史时刻,世界上很多国家都在策划者重大的庆典活动,各国邮政也在紧锣密鼓地策划并实施着迎接新世纪题材邮票的发行。特别是对新世纪将要到来的第一套邮票做足了功课。我国也不例外。从1998年开始,策划和酝酿迎接新世纪邮资票品发行的方案,一直在有条不紊地进行。经过反复推敲的多套邮票发行方案,最终被新成立的国家邮政局批准。这个完整的发行方案是:国家邮政局将从1999年12月31日至2001年1月1日,以《世纪交替千年更始》为主题,发行系列邮资凭证,包括
