This time, the State Planning Commission Economic Research Institute, the State Economic Commission for Construction Industry Institute, the Henan Provincial Planning Commission and the Henan Provincial Construction Commission co-sponsored a national seminar on economic effects held in Zhengzhou, the first nationwide conference since the liberation. Representatives of all the 27 provinces, municipalities and autonomous regions attended the conference except for Tibet and Ningxia.
