发展中国家技术合作(简称TCDC)会议于1980年5月在日内瓦召开了高级委员会。会议首先回顾了该机构1978年8—9月间在布宜诺斯艾利斯会议上所制订的行动计划的执行情况。召开布宜诺斯艾利斯会议的目的是通过强调确实存在的技术合作潜力,为发展中国家的合作计划提供新的动力。那次会议是在联合国有关机构,特别是拉丁美洲经济委员会、亚洲及南太平洋经济社会委员会和非洲经济委员会等,作出了重大努力而不断遭到挫折之后召开的。其它开头显得很有希望的类似活动,诸如东非共同市场、湄公河委员会、中美国家合作计划、安第斯[拉丁美洲]条约组织等的活动,也经常由于明显的政治原因,不是垮掉了就是碰上了严重的困难。然而归根到底,失败的原因都是由于对以经济为依据的,至少是对于参加各方看来都是有益的计划,缺少在政治上充分承担义务的保证。
The High-level Committee for Technical Cooperation in Developing Countries (TCDC) was held in Geneva in May 1980. The meeting first reviewed the implementation of the plan of action prepared by the Agency at the Buenos Aires meeting in August-September 1978. The purpose of convening the Buenos Aires Conference is to provide a new impetus to cooperation programs in developing countries by emphasizing the potential of the real technical cooperation. That meeting was convened after major efforts by the relevant United Nations agencies, in particular the Economic Commission for Latin America, the Economic and Social Commission for Asia and the South Pacific Economic Commission and the Economic Commission for Africa, which have suffered setbacks. Other similar promising activities at the beginning, such as the activities of the East African Common Market, the Mekong River Commission, the China-US Cooperation of the Country Program, the Andean [Latin American] Treaty Organization, etc., are often not overturned or often run into appalling political causes Serious difficulty. In the final analysis, however, the reason for the failure is due to the fact that it is a program based on the economy that is at least beneficial to all parties involved, and lacks the guarantee of full political commitment.
