At the beginning of 2007, when a leader of a artillery regiment of the Xinjiang Military Region studied in the grassroots for a long period of time, it was found that the problems existed in the course of holding a branch committee of individual companies were not clear, the procedures were not quite understood, and the organizations were not normative. According to the regulations and rules such as the Regulations of the People’s Liberation Army on Political Work and the Regulations of the Communist Party of China on the Work of the Army Branch, the CYL party committee has taken measures to solve outstanding problems and corrected the unhealthy phenomena to improve the quality of the CYL. Recent experience
