As climate change has becoming a hot topic globally,the communitites both in developed and less developed countries had focused on change and adaptation in water policy and management in last decade.However,China has paid too much attention on technical and engineering aspects of water resource management,but less attention on community-based water resource management,resulting in failue use of water resource in many rural communities,causing conflicts between local communities and local government.
