我国农村基层民主建设是伴随着经济体制改革和农村经济发展逐步启动的,这是一项事关中国未来发展和长治久安的具有重大意义的制度建设。《村委会组织法》试行十余年,就是农民的民主意识得到一定程度的普及和提高的十余年。农村基层民主建设取得了较明显的成效。各级党政部门普遍加强了对基层民主自治组织建设的领导,村委会选举工作的整体水平得到提高,村民代表会议制度得以普及,特别是对村务实行公开、公正的民主管理,各项规章制度健全且得到较好落实。
The construction of grassroots democracy in rural areas in our country is being started with the reform of the economic system and the development of rural economy. This is a system of great significance that concerns the future development of China and the long-term peace and stability. For more than ten years, the “Organic Law of the Villagers’ Committee Organization” has been carried out for more than ten years by popularizing and raising the democratic awareness of peasants to a certain extent. Rural grassroots democracy has made more obvious achievements. Party and government departments at all levels have generally strengthened their leadership over the building of grassroots democratic self-governing organizations. The overall level of election work for village committees has been enhanced. The system of villager representatives’ meetings has been popularized. In particular, democratic and fair management of village affairs has been carried out. The rules and regulations are sound and well implemented.
