改革开放以来,我国国有企业逐步建立了现代企业制度,管理水平有了明显提高。但是国有企业活力不足的状况仍未得到根本改变,激励制度滞后这一长期存在的问题尚未取得突破性进展。国内外企业经营发展的实践证明,企业能否搞好关键在于人,特别是企业的领导者,而能否充分调动和发挥人的积极性、主动性和创造性关键在于是否建立了行之有效的企业家选择、激励与约束
Since the reform and opening up, China’s state-owned enterprises have gradually established a modern enterprise system, and the management level has improved significantly. However, the state of lack of vitality of state-owned enterprises has not yet been fundamentally changed, and the long-standing problem of the lagging incentive system has not yet made breakthrough progress. The practice of domestic and foreign companies’ business development proves that the key to the success of enterprises lies in people, especially the leaders of enterprises. The key to whether they can fully mobilize and bring into play people’s enthusiasm, initiative and creativity lies in the establishment of effective companies.
