目的研究建立空运出入境货物仓储企业检验检疫监管体系,保障国境口岸卫生和出入境货物安全。方法制定一系列契合实际、奖惩分明的监管办法,研究开发有效覆盖各相关方的信息化监管平台。结果确立了科学合理的企业评价指标,以及切实有效的奖惩措施,初步实现了信息化管理,推动了口岸仓储企业卫生许可工作进展。结论该体系提升了检验检疫机构监管效能,较好地服务于上海航空枢纽港建设,并探讨了该体系进一步发展的方向。
Objective To establish a supervision and inspection system for inspection and quarantine of goods entering and exiting the country by air, so as to ensure the health of border crossings and the safety of goods entering and leaving the country. Methods To formulate a series of regulatory measures that are in line with the actual conditions and with rewards and punishments clearly, and research and development of informatization regulatory platforms that effectively cover all relevant parties. Results The establishment of a scientific and rational evaluation of enterprises, as well as effective incentives and punishments, the initial realization of the information management, and promote the work of the port warehouse health permits. Conclusion The system enhances the regulatory efficiency of inspection and quarantine authorities, serves the construction of Shanghai Airlines hub port well, and explores the direction of further development of the system.
