1985年9月,水电部在江苏高邮召开了全国灌区量水设备技术交流会。这次会议标志着灌区改革的新发展,并肯定了对水资源实行商品化经营管理,按方计费,增产节水,提高防旱能力,降低抗旱费用,挖掘内涵效益的重要意义。因此认为,在水利经济体制改革的同时,必须解决供水的量水设备问题。同时还明确了灌区供水以灌溉为主全面服务的方向。
In September 1985, the Ministry of Electricity and Water was held in Gaoyou, Jiangsu Province, which held a technical exchange meeting on measuring water equipment in the whole country. The meeting marked the new development of the irrigation district reform and affirmed the importance of implementing commercialized management of water resources, charging on a per-party basis, increasing water and water production, improving drought-relief capacity, reducing drought-relief costs and tapping the benefits of connotation. Therefore, we believe that while reforming the water conservancy economic system, we must solve the problem of water supply equipment for water supply. At the same time, it also clarified the direction of water supply in irrigation areas and overall service oriented irrigation.
