本文研究转型过程对民航飞行专用技术的重新定价,为分析国有企业改革中出现的一种劳资纠纷提供理论框架。随着改革开放激发了需求的快速增加,以及管制开放的不断深入,技能特殊性的技术层面和制度层面的壁垒不断被破除,造成了特殊性技能的通用化。在此背景下,企业越来越难以维持对全部培训费用的包办、并低价雇佣特殊性员工的传统模式,而逐步转向培训成本由员工承担、通用化技术由市场定价的新模式。在这个转型过程中,老国企面临无从回收过去多年对飞行员专用技术培训投资的困境,因此不接受由市场价格机制引导飞行员流动的现实。
This paper studies the re-pricing of civil aviation flight-specific technology in the transitional process and provides a theoretical framework for analyzing a kind of labor dispute that occurs in the reform of state-owned enterprises. With the rapid growth of demand stimulated by the reform and opening up and the continuous deepening of control and opening up, technical and institutional-level barriers to the specialization of skills are constantly being eliminated, resulting in the commonality of special skills. Under this circumstance, it is more and more difficult for enterprises to maintain the traditional model of paying all kinds of training expenses and hiring special employees with low cost, and gradually shift to a new mode of training costs borne by employees and generalizing the pricing of technology by the market. In the course of this transformation, the old state-owned enterprises were faced with the difficulty of recovering the past investment in pilot-specific technical training for many years and therefore they did not accept the reality that the market price mechanism should guide the movement of pilots.
