随着社会主义民主法治的不断发展,基层计划生育工作又上新台阶,公民的合法权利日益得到保证。但是由于计划生育法律法规的不健全、立法过程缺少主体博弈、执法观念不到位,基层群众法律意识淡薄等导致基层群众在计划生育中的权利没有得到很好维护,群众主人翁地位没有得到充分体现。计划生育作为一项基本国策,保证在基层计划生育中权力运行机制的合法性与合理性对民主政治的发展,现代文明的进步具有重大战略意义。
With the continuous development of socialist democracy and the rule of law, grass-roots family planning work has reached a new stage and the legitimate rights of citizens have been increasingly guaranteed. However, due to the imperfect laws and regulations of family planning, the lack of the main game in the legislative process, the notion of law enforcement and the weak legal awareness of the grassroots, the grassroots people’s rights in family planning are not well maintained and the mastership status of the masses is not fully reflected. As a basic state policy, family planning ensures that the legitimacy and rationality of the mechanism of the exercise of power in family planning at the grassroots level are of great strategic significance for the development of democratic politics and the progress of modern civilization.
