区域创新体系由以高等学校和研究机构为核心的知识创造子系统,以中介机构为核心的技术转移子系统,以企业主体为核心的技术创新子系统等构成。建立和完善区域创新体系,有利于在区域层次上促进各种创新资源合理配置和高效利用,是创新型城市建设的重要组成部分。政府在区域创新体系构建中发挥着核心引领作用。当前宁波要以提升自主创新能力、创建国家创新型城市为中心目标,集聚国内外创新资源,完善产业创新价值链,营造区域创新友好环境,加快建立具有鲜明宁波特色、充满活力的区域创新体系。
The regional innovation system consists of knowledge creation subsystem centered on institutions of higher learning and research institutes, technology transfer subsystem based on agency agencies and technology innovation subsystem centered on enterprise main body. Establishing and perfecting the regional innovation system is conducive to promoting the rational allocation and efficient utilization of various innovative resources at the regional level, and is an important part of the innovation-oriented city construction. The government plays a leading role in the construction of regional innovation system. At present, Ningbo should focus on promoting the capability of independent innovation and creating a national innovation-oriented city. It should pool domestic and international innovation resources, improve the value chain of industrial innovation, create a friendly environment of regional innovation and accelerate the establishment of a regional innovation system with distinctive Ningbo characteristics and vitality.
