政府不应鼓励更多的企业,用我们最稀缺的资源巨额资金到国外去建工厂,特别是到发达国家去。而应创造更好的投资环境,比如降低税赋、减少公章、提高政府办事效率等,使中国成为全世界投资环境最好的国家。通过综合环境的改善,进一步降低制造成本,使产品更具竞争力,让更多的产品在国内生产,然后销往世界各地。中国的优势在于丰富而廉价的对此应当更加支持。相反,在国外办厂,将中国最稀缺的资源资金拿到国外,为对方国家增加就业、增加税收,给我们的政府和老百姓又带来了什么?既不能增加国内的就业,也不能增加国内的税收。人们或许希望其能给国内带来利润,但从企业本身的发展规律来看,这些利润一般都要用于国外企业的继续循环和发展。更何况,我们的企业到国外多少年内也挣不到利润。
