The Individual and Private Economic Experimental Zone of Guangzhou (hereinafter referred to as the Experimental Zone) was established according to the “Decision on Accelerating the Development of Individual and Private-owned Economy” (Sui Zi [1993] No. 14) issued by the municipal party committee and government. In order to speed up the development and construction of this experimental zone, the following opinions have been formulated and implemented: I.
