At present, many fields of reform and opening up as well as economic construction have entered a crucial stage and the decisive battle period, and the financial administration is facing a very arduous task. We must earnestly step up education on the situation and tasks so as to guide cadres to share their concerns with the CPC Central Committee and the State Council with the same sense of responsibility and mission, and make suggestions for the new government to make “one sure, three full and five reforms.” Out of our contribution, is the top priority and fundamental goal of our ideological and political work. Through the efforts of all the cadres in the organs and departments, the three major tasks to be grasped by the Ministry of Finance pursuant to the State Council’s request this year are gradually being promoted. First, to ensure the implementation of the central and local budgets
