科技创新是一个国家和民族科学技术发展的基础。正如江泽民主席1995年5月在全国科学大会上的报告中讲到“创新是一个民族进步的灵魂,是国家兴旺发达的不竭动力”。国家自然科学基金项目是国家资助基础与应用基础科学理论研究的主要阵地,国家自然科学基金项目的主要特点是要求受资助项目的成果为实现国家目标与科技创新服务。国家目标主要体现在成果必须为国民经济与科学技术及社会发展服务,而科技创新则体现在项目所具有的科学与技术水平应达到国际同行前列水平。树立创新的科技思维是达到这一目标的基本前提。创新
Scientific and technological innovation is the foundation of the development of science and technology of a country and a nation. Just as President Jiang Zemin reported at the National Science Conference in May 1995, “Innovation is the soul of a nation's progress and an inexhaustible motive force for the country's prosperity and development.” The National Natural Science Foundation of China (NSFC) is the main front for the research on basic and applied basic sciences of the state. The main features of the NSFC project are the achievements of the funded projects in order to serve the goals of national science and technology innovation. The main objective of the state lies in that the achievements must serve the national economy, science, technology and social development, while technological innovation is reflected in the fact that the science and technology level of the project should reach the forefront of the international counterparts.
