On February 3, 2000, the General Office of the State Council transmitted the “Opinions on the Scrutiny and Rehabilitation of Small Iron and Steel Plants” of the State Economic and Trade Commission. The key points concerning steel rolling technology and equipment will be excerpted as follows: 1 Scope and requirements for cleaning and rectification of small iron and steel plants (1) According to relevant laws and regulations and documents, the steel mills will be shut down in phases for a limited period of time. Small steel plant for production equipment was shut down: 1 998
