山东省宁津县供销社现有直属企业42个,拥有固定资产5亿元。去年以来,该县社对所属企业以“先买断后股份”的形式进行了改制,取得了很好的效果:1999年完成商品销售额4.16亿元,实现利税1685万元;今年上半年完成商品销售额1.86亿元,创利税830万元,实现了时间、任务双过半的目标。 一、“先买断后股份”的方法、步骤 1999年7月,宁津县供销社抓住产权制度改革的机遇,按照“稳定大局、重点突破、循序渐进、全面提高”的方针,对企业进行了“先买断后股份”的大胆探索。他们将改制过程分为筹备阶段、评估阶段、实施阶段:
