国务院批转水利电力部《关于切实做好河道清障和水利工程整修工作报告》的通知各省、自治区、直辖市人民政府,国务院各有关部门: 国务院同意水利电力部《关于切实做好河道清障和水利工程整修工作的报告》,现转发给你们,请贯彻执行。近几年来,一些地方忽视水利工程的整修和管理,使工程防洪抗旱能力下降,不少河道人为设障,阻碍洪水下泄,因而造成今年汛期部分地区洪涝灾害严重,这一教训必须记取。请各地根据水电部的报告,结合本地实际情况,切实做好河道清障和水利工程整修工作。今年遭受洪水灾害的地区要抓紧堵口复堤,到明年汛期前恢复河道原有行洪标准,提高防洪抗灾的能力,保障国民经济建设的顺利进行。 1985年12月12日
Circular of the State Council on Approving the “Report on Practically Doing Well the Draining of Watercourses and Renovation of Water Conservancy Projects” by the State Council The people’s governments of all provinces, autonomous regions and municipalities directly under the Central Government and the relevant departments of the State Council: The State Council agrees to the “ Water Conservancy Project renovation report ”, are forwarded to you, please implement it. In recent years, in some places, renovation and management of water conservancy projects have been neglected. Flood prevention and drought resistance have been reduced. Many river barriers have been manually set up to hinder the release of floods. As a result, serious flooding in parts of the flood season this year has to be recalled. All localities should conscientiously do a good job in river clearance and water conservancy project renovation according to the report of the Ministry of Electricity and Water and the local actual conditions. In areas hit by floods this year, we must pay close attention to the dredging of the embankments and restore the existing standard of flood control before the flood season next year so as to enhance the ability of flood control and disaster relief and ensure the smooth progress of national economic construction.
