20世纪50年代,美国反思“药毒事件”,首先建立了药品分类管理制度。 20世纪80年代末,世界卫生组织建议各成员国将药品分类管理模式作为国家药物政策而立法。 2000年1月1日,中国国家药品监督管理局正式颁布《处方药与非处方药分类管理办法》(试行)。 今天,我国结束了在大城市、计划单列市和省会城市的试点工作,开始面向全国推行药品分类管理制度,并计划于2005年建立具有社会主义特色的药品管理体系。
In the 1950s, when the United States began to reflect on the “drug poisoning incident,” the United States first established the drug classification management system. In the late 1980s, WHO recommended that member states legislate as a national drug policy the drug classification management model. On January 1, 2000, China’s State Drug Administration formally promulgated the “Measures for the Classification and Management of Prescription Drugs and Non-prescription Drugs” (for Trial Implementation). Today, China has ended its pilot work in major cities, cities specifically designated in the state plan and provincial capitals, started to implement the drug classification management system nationwide, and planned to establish a drug administration system featuring socialism in 2005.
