为了让广大群众方便、快捷、安全地领到国家惠民资金。2009年5月,陕西省镇巴县全面推行了惠民资金财政直接支付改革。由财政部门通过“惠民资金零余额账户”直接将各项惠民资金支付到享受补贴对象的“一折通”个人账户中。截至2011年9月底全县纳入财政直接支付的惠民项目达到31项,全县累计发放的惠民资金突破5个亿,惠及全县25.3万城乡群众。1.统一了惠民补贴支付程序。县财政局会同相关的项目主管部门在收到上级下达资金文件的10个工作日内
