广西某预备役师榴炮一连全面提高兵员素质的经验,值得大家认真研究和借鉴。按照军委新时期的战略方针,民兵、预备役部队建设要由数量规模型向质量效能型发展,建成一支强大的现代化的国防后备精兵。在改革开放、发展社会主义市场经济的条件下,如何完成这一战略使命?这个连提供的经验会给大家许多启示。精兵精在哪里,现代化“化”在哪里?关键是要提高后备军每一个成员的素质。正因为一连的干部把“兵”的文章做到了选、训、管、用等各个环节上,做到了每一个兵身上,并靠一系列制度强化了兵员的管理,才使连队能在任何情况下都做到“册子里见到名,队伍里看到人”,散之为民,堪为标杆;聚之为兵,反应神速。不是说在新形势下民兵、预备役工作要坚持“三落实”吗?如果我们都能像榴炮一连那样去做,“三落实”就不成问题了。
