中美两国合同能源管理政策与标准对比及发展建议

合同能源管理是公共机构实现节能减排目标的有效途径之一,但在实施过程中存在障碍。根据规制经济学理论,分析中美两国合同能源管理在政策、标准、技术等方面的差异,寻找阻碍中国公共机构合同能源管理发展关键问题,并提出应对措施。研究结果为我国公共机构合同能源管理促进政策和技术发展方向提供参考。
