高密市从 1995年起 ,就在全面推行素质教育的过程中 ,对教育行政管理和中小学教学实施了一系列改革 ,从而为进行基础教育课程改革实验创造了基本条件。 2 0 0 1年 ,高密市被确定为基础教育课程改革国家级实验区以后 ,又在实施课程改革实验的组织领导、队伍培训诸方面做了大量准备工作 ,并于新学年开始后将实验工作全面推开。在推进课程改革实验工作的过程中 ,高密市逐步建立起了实验工作的科学运行机制和服务体系 ,同时提出有关课程改革实验的 10项课题并开展了研究。这一初始阶段的课程改革实验 ,已取得了初步的工作成果 ,并获得了一定的经验和体会。
