党的十七届四中全会提出了“保障党员主体地位和民主权利”的重要论断,这不仅表明保障党员主体地位和民主权利问题已经日益受到我们党的高度重视,更表明保障党员主体地位和民主权利问题作为一个重要的理论创新,将日益成为党的建设实践活动重要的理论指导。众所皆知,党员是党的肌体的细胞和党的活动的主体,切实保障党员主体地位和民主权利,能激发党员关心党、建设党的热情,不断增强党的创造力、凝聚力和战斗力,永葆党的生机和活力,不断推进党内民主向纵深方向发展。因此,充分认识当前保障党员主体地位和民主权利存在的主要问题,深入分析其中的原因,探索破解的途径和办法,将对进一步发展党内民主乃至全面推进党的建设新的伟大工程产生重大而深远的影响。各级党组织应当紧密结合实际,从贯彻落实党内法规、加强教育、健全制度、完善监督和激励引导机制上保证党员的主体地位和民主权利的落实。
The Fourth Plenary Session of the 17th CPC Central Committee put forward the important conclusion that “the protection of the principal status of party members and the democratic rights” should not only show that the issue of safeguarding the principal status of party members and the rights to democracy has been increasingly valued by our party, As an important theoretical innovation, the issue of status and democratic rights will increasingly become an important theoretical guide to the practice of Party building. As we all know, party members are the main body of the party’s cells and party activities, earnestly safeguard the party’s principal status and democratic rights, inspire party members to care for the party and build the party’s enthusiasm, and constantly enhance the party’s creativity, cohesion and combat effectiveness. Keeping the vigor and vitality of the Party forever and constantly promoting inner-party democracy to develop in all directions. Therefore, we should fully understand the main issues that safeguard the main body of party members and the existence of democratic rights, analyze their causes in depth, and explore ways and means of cracking down. We will have a major and profound impact on further developing the party’s democracy and even pushing forward the great new project of party building in an all- profound influence. Party organizations at all levels should, in close connection with reality, ensure the implementation of party members’ subjective status and democratic rights through the implementation of the laws and regulations in the party, strengthening education, perfecting the system, and improving the supervision and incentive mechanism.
