生态乡镇是以《小城镇环境规划编制导则(试行)》为依据,以协调社会、经济发展和环境保护为主要对象,推动乡镇环境保护工作、改善乡镇环境的有效载体,对推进美丽乡村建设,实现城乡区域统筹协调发展具有重要的意义。该文以江西奉新县罗市镇创建国家级生态乡镇为例,通过收集自然、社会和环境资料,从污染源调查和环境质量的评价入手,分析研究主要的环境问题及其成因,进行环境功能分区,确定环境质量保护目标,制定环境保护规划对策,从而初步提出欠发达地区生态乡镇创建的指导思想和建设思路。
Ecological Township is an effective carrier based on the Guidelines for the Compilation of Environmental Planning for Small Towns (Trial Implementation), with the main objectives of coordinating social and economic development and environmental protection, promoting environmental protection in towns and townships, and improving the environment in towns and townships. Taking Luoshen Town, Fengxin County, Jiangxi Province as an example, this paper, by collecting natural, social and environmental data, starts with the investigation of pollution sources and the evaluation of environmental quality, analyzes and studies the major environmental problems and their causes, and conducts environmental functions Zoning, to determine the objectives of environmental quality protection, development of environmental protection planning strategies, which initially proposed in less developed areas of eco-towns and towns to create the guiding ideology and building ideas.
