针对六度区抗震鉴定与抗震加固问题，从工程结构的重要性、结构服役年限、发生地震的超越概率、北方地区建筑结构的特点、加固投入经济效益及社会承受能力等方面综合论述了抗震鉴定及抗震加固应采取的策略，提出了抗震鉴定的图纸鉴定、抗震鉴定计算分析、专家知识鉴定三阶段方法，并以此来指导抗震加固，使加固的经济投入最少．
In response to the earthquake resistance appraisal and seismic reinforcement of the Sixth District, the seismic evaluation was comprehensively discussed in terms of the importance of the project structure, the service life of the structure, the probability of surpassing the earthquake, the characteristics of the northern region’s building structure, the economic benefits of the reinforcement investment, and the social sustainability. As for the strategies to be adopted for seismic strengthening, three-phase methods for the identification of drawings for earthquake resistance appraisal, seismic appraisal calculation and analysis, and expert knowledge appraisal are proposed, which are used to guide seismic reinforcement and minimize the economic investment for reinforcement.
