1998年,全党工作的一个显著特点,就是兴起了学习邓小平理论的新高潮。这个新高潮的主要标志是:第一,以江泽民同志为核心的党中央,对全党的理论学习高度重视并采取了十分有力的措施。第二,各级党委积极落实中央的要求,加强了组织和领导。第三,广大党员、干部特别是各级领导干部,对加强理论学习重要性的认识有明显提高,学习的积极性进一步增强。第四,理论学习进一步深入,出现了新的特点。主要是,把学习邓小平理论同学习贯彻党的十五大精神更好地结合起来了;把理论学习同了解党的历史实践、总结党的历史经验更好地结合起来了;把理论学习同研究解决改革和建设的实际问题更好地结合起来了。我们说理论学习新高潮已经兴起,是就全党
