市场经济条件下,各单位、各部门对抓落实讲得越来越多,干工作也越来越务实了。但是不可否认,当前一些地方和部门许多工作仍然没有得到很好的落实,分析其原因主要有以下几个方面:一是会议多影响抓落实。仅以县级主要领导为例,平均每周开会大约就得占去两三天时间。同一内容的会议,省里开了,地市接着开;地市开了,县里又接着开;县里开了,乡镇还要往下开。毋庸置疑,落实需要开会,但开会不等于抓落实;开会只是落实的中介,却常常被误解为落实本身。于是,许多工作部署于会议,也终结于会议。
Under the market economy conditions, all units and departments have made more and more pronouncements about their implementation and their work has become increasingly pragmatic. However, it is undeniable that many current tasks in some localities and departments are still not well implemented. The reasons for the analysis are as follows: First, the conference has more influence on implementation. Take the leading cadres at the county level as an example. The average weekly meeting takes about two or three days. The same content of the meeting, the province opened, the city then opened; city opened, the county then opened; the county opened, the township but also open down. There is no doubt that the meeting needs to be held, but the meeting does not mean that it is implemented. The meeting is merely an intermediary for implementation, but it is often misunderstood as implementing itself. As a result, a lot of work deployed in the meeting, also ended in the meeting.
