继2009年密集出台一系列楼市调控政策后,中央再度出手打击炒房。国办2010年1月10日发出的《关于促进房地产市场平稳健康发展的通知》指出,要严格二套住房购房贷款管理,抑制投资投机性购房需求。二套房贷款首付款比例不得低于40%。该通知分五个方面共十一条,因此被简称为调控房地产市场的“国十一条”。
