成大事者用人第一李光耀当政30余年,使贫穷落后的新加坡一跃而成为亚洲“四小龙”之首,这是世人皆知之事。李光耀的施政方略自有许多独道之处,而总观其要,不外有二:一是始终不忘新加坡所处之地位和国情,处险境而图奋进,居安而思危;二是知人善用,把人才和人口素质的提高看成是富民强国之本。对李光耀来说,这两者之中,人才问题又是关键。新加坡国小,资源短缺,人口素质不高。为政者面对如此局面该怎么办?李光耀从一开始就显示出了他的谋略才华的过人之识。他认为执政者就是首先要富民,并在此基础上强国,民不富难以强国,民富国强都得靠人治。所以执政伊始,他就打出了他的一面大旗:“人才治国”。

Lee Kuan Yew’s policy of governance has many unique ways of governing the country. However, there are always two major goals to be followed: First, we always keep in mind the status and national conditions in Singapore, It is to know how to make good use of people, to regard the improvement of the quality of talents and population as the basis for enriching the people and strengthening the country. For Lee Kuan Yew, the issue of manpower is the key to both. Singapore is a small country with a shortage of resources and a poor population. What should be done in the face of political situation? Lee Kuan Yew from the very beginning showed his extraordinary talent of tactics. He believes that the ruling party is the first to enrich the people, and on this basis, strengthening the country, not enriching the country and strengthening the rich and the poor should rely on the rule of man. So at the beginning of his administration, he hit his banner: “Talent Governance.”
