去年以来,特别是今年上半年,针对我国经济快速发展中出现的一些突出矛盾和问题,中央及时果断地加强宏观调控,采取了一系列有针对性的政策措施。加强宏观调控,涉及到几个方面的重要关系。如何正确认识和处理宏观调控中经济增长速度与质量效益的关系、经济法律手段与行政手段的关系、局部利益与全局利益的关系、当前与长远的关系,关系到全面、准确、积极地把握和贯彻中央加强宏观调控的方针政策,需要进行深入的探讨。
