人文学科管理包括指导、评价与支持三个主要环节,其中的关键是评价。评价环节由评价的方式、机构、限制性条件、程序与实际过程构成,它们都是按照一定的规则产生并且存在的,因此,对于评价而言,规则的制定是关键。而制定规则的关键则在于规则必须是科学的,也就是符合特定的社会大环境下人文学科发展的规律。就评价的目的应该是什么、谁来担任评价人最好这两个问题而言,人文学科的历史表明,都存在着一定的规律。本文探讨与第一个问题有关的三个规律,与第二个问题有关的一个规律,并且就如何建立科学的评价机制提出了相应的建议。本文主张缩小以名利激励为目的的评价机制在对精品、人才的激励中的作用,而大力加强社会主流价值观的激励作用。
Humanities disciplines include guidance, evaluation and support of the three main links, the key is to evaluate. The evaluation process consists of the evaluation method, the organization, the restrictive conditions, the procedure and the actual process. All of them are produced and exist according to certain rules. Therefore, the formulation of the rules is the key for the evaluation. The key to formulating the rules lies in the fact that the rules must be scientific, that is, in conformity with the law of the development of humanities in a given social environment. As far as these two questions are concerned, the history of the humanities shows that there is a certain law in all. This article explores three laws related to the first question and a law related to the second question, and puts forward corresponding suggestions on how to establish a scientific evaluation mechanism. This paper advocates to reduce the role of the evaluation mechanism for the motivation of fame and fortune in motivating talents and talents, and to vigorously strengthen the motivation of the values of the mainstream society.
