省委、省人大常委会、省政府高度重视我省安全生产法制建设特别是安全生产地方立法工作,2004年在全国率先颁布实施《湖南省安全生产条例》,为加强全省安全生产工作,促进安全生产形势持续好转发挥了重要作用。时隔六年,我省安全生产工作面临的形势和任务发生了深刻变化。为从法制体制机制上解决制约我省安全生产的深层次矛盾和问题,去年以来,省委、省政府根据党中央、国务院关于加强安全生产工作的决策部署,立足湖南省情,制定下发了进一步加强安全生产工作的三个重要文件,省人大常委会、省政府又在全国较早启动了新一轮《条例》修订工作。省人大常委会及财经委、法工委等专门委员会和省政府法制办、省安监局以及其他相关部门为《条例》的修订做了大量工作,确保新修订的《条例》既符合立法精神,又符合我省安全生产工作实际。

To further strengthen the work safety of the three important documents, Provincial People’s Congress Standing Committee, the provincial government earlier in the country launched a new round of “Regulations” revision. Provincial People’s Congress Standing Committee and the Finance and Economic Committee, Law Commission and other specialized committees and the Provincial Government Legislative Affairs Office, the Provincial Safety Supervision Bureau and other relevant departments for the “Ordinance” to amend a lot of work to ensure that the newly revised “Regulations” are both in line with the spirit of legislation , But also in line with the actual work safety in our province.
