党的十八大强调指出,“要坚持中国特色反腐倡廉道路,坚持标本兼治、综合治理、惩防并举、注重预防方针,全面推进惩治和预防腐败体系建设。”石油企业在维护国家能源安全、保障国家油气供应中担当重要角色,承担着重大的经济责任、政治责任和社会责任,如何以党的十八大精神为指导,把惩防体系建设与内部控制等成熟管理体系有机结合起来,贯彻企业全面风险管理要求,加大腐败风险防范力度,促进企业反腐倡廉建设,是新形势下石油企业拓展从源头上防治腐败工作领域、全面推进惩防腐败体系建设的重要课题。
