On October 16, 1996, the 3rd International Governance Symposium is being held in a five-star hotel in Sao Paulo, Brazil on the other side of the Pacific Ocean. During the visit, a Chinese official faced more than 70 scholars and experts from five continents. His speech won frequent nod and warm applause from the participants. The official is Fei Yuncheng, deputy secretary of Lishu County Committee of Jilin Province in China. He introduced the experience of villager autonomy and rural social governance in China and won the praise of the international public opinion. His brief speech shows the world: in the vast land of China, among the population of 1.2 billion people, genuine democracy is being practiced and real human rights are protected.
